Germany Sued For Holocaust

According to this article on CNN, children of Holocaust survivors are asking the German government to shoulder expenses for their psychiatric care because "many still live with an irrational fear of starvation and incapacitating bouts of depression". I don't mean to sound insensitive (I truly empathize with victims of war), but if that is the case, shouldn't the Japanese be allowed to go after the United States (maybe even the United Kingdom and Canada for their involvement) for bombing Hiroshima and Nagasaki? Perhaps survivors of the Rape of Nanking should sue the Japanese? Et cetera, et cetera.
